Like Bond, Houlihan and Stocks are facing the end of their four-year terms. Stocks said he will run for a third term, while Houlihan declined to say this week whether she plans to do the same.

Meanwhile, four challengers have filed papers at City Hall: Robert Nanninga and Doug Long – both of whom have made previous, unsuccessful bids – and first-timers Rachelle Collier and Joe Sheffo...

Stocks, 51, an insurance agent, said he wants to stay on the council so he can continue to represent the city on regional boards, too.

He said the city would benefit from keeping him on the boards of the North County Transit District and the San Diego Association of Governments as planning and construction proceed for widening Interstate 5 and pedestrian crossings along the railway.

“I feel like the system and the voters have invested in me, and it would be premature to step down because we've got such serious items on the table,” Stocks said...
